“We restrain the rate of change in tariffs, which should grow according to the principle of inflation minus” – the Head of FAS Russia said during the plenary session of the Antimonopoly forum 2021.
In 2020, the national average growth of the size of the fee for public utilities for citizens was 3.1% and did not exceed 4% under the Forecast of socio-economic development of the country for the period until 2024.
The FAS Russia monthly monitors that the change in the amount of citizens’ payment for utilities does not exceed this index.
In 2021, the Authority will continue this work, both planned and unscheduled monitoring will be carried out.
The agency will also focus on the digitalization of the sector.
First of all, we are talking about the unification of the templates of tariff applications of regulated organizations and the unified format of expert opinions of regulatory authorities. The FAS has already prepared an electronic template for the network organization’s application for approval/adjustment of the gross revenue requirement for 2021 and sent it to the address of organizations in the “pilot subjects” through the universal informational and analytical system.
In the future, the FAS Russia proposes to create automatic touchless tariff regulation system, which will integrate data from Federal Tariff Service, Rosstat, Rosreestr and State informational system in the public utility sector.
Becides, the FAS Russia intends to extend the method of cost standards (analogues) in the regulation of all tariff areas. The introduction of this method will make the cost structure of companies transparent, will encourage network organizations to save real money and improve the efficiency of their activities.
“In the tariff policy, we will focus on the introduction of standards, long-term tariffs, digitalization of the industry, and restraining the rate of tariff changes within the limits of inflation,” he said.
